There are other choices in the immediate neighborhood for less money that are FAR better by all measures. Business associates travelling with me stayed at the other hotels (IBIS for one), so we had fair comparisons, in short, I would NOT recommend Hotel de France, unless every other location nearby is booked. Front desk staff was rude and uncaring, rooms were very dirty (I could write my name on the furniture, as could two others in my group whom stayed in different rooms) the safe did not work I called the front desk and all she said was , "yes, it does not work", wow, the hair dryer fell into pieces, the heat which is controlled by the front desk not in the room was roasting out of control and they did nothing to turn it down when asked to, no wash cloths, the carpet was just gross. The bed was comfortable at least. The neighborhood area is actually very nice, and safe, for strolling, dinning and shopping. The Bijouterie Neuville jewelry store was an awesome part of the downtown shopping experience, well worth a visit, and a great place to go to escape the hotel!!
